Summary

The National Adaptation Plan is a national policy with a multi-sectoral approach. The timeframe of the policy is 10 years between 2019 and 2029. This Adaptation Plan lays down medium- and long-term adaptation strategies for management and reduction of long-term climate risks in the country at the national and sectoral level.

The institutional arrangements and capacities will be enhanced to lead and coordinate national and sub-national climate change adaptation and the legal and policy frameworks will be developed. Education, training and skills development programs will be carried out across ministries as well as communities and livelihood groups. A detailed institutional and organizational assessment will be conducted across government to rationalize climate adaptation responsibilities and programming across ministries, units and agencies. Data and information collection systems will be developed to fully support decision-making relating to climate change mitigation and adaptation at the national and sub-national levels. To this end, an Office responsible for the management of data and information collection will be established. Better mechanisms, including incentive plans, will be identified to enhance the involvement of the private sector, business and industry in national climate adaptation activities. Climate change adaptation will be integrated into the economic development policies, plans and programs. Access to financing and investment will be facilitated, especially for innovation-driven climate change adaptation technologies. The resilience of water resources to climate change will be increased through the protection of water resources, the promotion of their sustainable use, and water quality standards and wastewater discharge. An observation network and monitoring system will be established to enhance water management and sustainable use of water resources. The vulnerabilities and risk from climate change on water resources used for drinking, irrigation and other purposes will be assessed. Climate-resilient forestry management will be strengthened taking into account soil degradation, reforestation, irrigation, protected areas, agro-forestry, buffer zones, production and harvesting, and participatory management. Climate change adaptation and mitigation will be integrated into the agriculture, livestock and fisheries sectors. A comprehensive national research program on climate resilient crops, adaptive agricultural practices, animal husbandry and fisheries will be developed. The participation in climate-smart agricultural activities will be encouraged, particularly among women and vulnerable groups. Financial support will be provided to farmers, pastoralist and fishermen to build up climate resilience. An awareness raising programme will be carried out to promote energy conservation and efficiency and to decrease emissions for domestic and commercial users. Measures will be taken to prevent the spread of disease likely caused by climatic changes and awareness on climate-related health impacts, prevention and treatment will be raised. Environmental management and disaster risk reduction will be strengthened by developing the legal framework, establishing an early warning system, and establishing disaster relief fund.
The Coordination Environment at the Office of the President, as the national focal point of the UNFCCC, shall be responsible for the management and overview of the implementation of National Adaptation Plan.
