On July 1, 2026, in Brasília, Jean-Noël Barrot, Minister for Europe and Foreign Affairs, and Mauro Vieira, Brazil’s Minister of Foreign Affairs, signed a declaration of intent establishing a dialogue body dedicated to the integrated management of the Oyapock River basin.
This body will build on the bilateral scientific and technical commission established under the 1996 Franco-Brazilian framework agreement. It will bring together, twice a year on a rotating basis between the two countries, representatives from the Ministries of Foreign Affairs, the State of Amapá, the Prefecture of French Guiana, and the Territorial Collectivity of French Guiana to work together on water resource conservation, flood monitoring, sanitation, wetland protection, and the quality of life for the basin’s populations.
This marks a concrete step forward for cross-border cooperation on the Oyapock River, building on the work undertaken over the past several years by BIO-PLATEAUX.
